Duplicating rules in users' mail

Two users can set up sending full copies in mail to each other using rules. That is:


User 1 sets > When All documents > Then Send full copy to User 2

User 2 sets > When All documents > Then Send full copy to User 1


And as a result, we see that duplicates of emails and calendar events begin in the mail, etc.

There needs to be a way to restrict users from creating such rules. Or warning/notifying users about the presence of such rules.
