userlicenses.nsf should include time of last access

Currently userlicenses.nsf database (if enabled in Сonfiguration Document) is collecting when user last accessed Domino servers and over which protocol, while in document there is only date of last access. Access time is always midnight 00:01.

Stored value is date time, with time always set to midnight. Seems like the last access time is just cut.

Why this is needed?: This is needed for security purposes, when user last accessed system, avoid large number of orphaned accounts. sometimes security officers need to know access time precise to minutes, just day is not enough.

Please consider adding time, this is important information for investigations and security overall.
