Allow console log to roll over by duration instead of size for feeding to our SIEM.

We are currently using the following:

set config Console_Log_Mirror=1
set config Retain_Mirror_Logs=1
set config Console_Log_Max_Kbytes=100

We based that size on an approximation on how much data gets put into that file on an hourly basis. We'd like to send a complete console###.log file on an hourly basis. With that interval subject to change in the future.

Instead of Console_Log_Max_Kbytes=100, something like Console_Log_Minutes= would be appreciated.
