Add ability for notification on restore for domino Backup

There is a Notifications tab in the Configuration document with notifications for backup but not restore. Should have notification for restore since it can take a long time. So either put it in the configuration or add it to the restore job. What would be nice is to have it in the configuration and then default to the job with ability to edit and add/remove. This way we could add the user who is requesting the restore.
