new function for the admins in the ID Vault to manage the user secret keys

As domino admin, I need a way to see which users have which secret keys in their IDs. I would like to be able to distribute and remove these keys when needed.

    The same idea, a way to distribute secret keys without interaction with an end user. Also registration a new user with option of adding a secret key to a new ID file.
