Add a button "Open Mail-in File" to public adressbook

Add a button "Open Mail-in File" to public adressbook like "Open Mail File" for persons in views not only the button in the document. To be consistent to person documents the button should be in the actionbar not on the form as in V10.

    This feature is shipped with the pubnames.ntf template in Domino V12

    By the way, Domino 10(.0.1) adds an Open button on the "Database" form. But it doesn't work (";" is used instead of ":" in @Command([FileOpenDatabase])...
