Add ability in Administrator to dump all console output to a log file

There are times when certain debugging flags are set and increase output to the console, but those lines don't end up in the log.nsf.  Currently trying to troubleshoot a SAML configuration and none of the debug lines in the console can be found in the log.

    I had that debug parameter set, and I would see the information on the live console, but the output didn't actually end up in Log.nsf.

    Are you trying to find Notes logins using Notes Federated Login in console.log? Debug_SAML=31 will show web logins but not Notes logins using Notes Federated Login.
