Include setting in Desktop Policy to create full text index on Managed Mail Replicas

If a user doesn't have Manager access to their mail file, they cannot create a full text index on their local replica and neither can the administrator. This is a serious problem with SmartCloud Notes users who never have Manager access to their mail.  The Desktop Policy settings needs a setting to create a full text index when it creates the local replica.

    Admins also need the ability to set via policy:

    • [X] Index attached files --- with either

    • (o) Without using conversion filers (indexing is often faster) --- or

    • (o) Using conversion filters on supported files (searching is opfen more accurate)

    • and all other options too

    Having a policy in place also makes it easier to be consistent with the server mailbox. Users expect to have the same search expirience, either on their managed replica using the Notes client as well as when using e.g. the web (Verse, iNotes, Nomad Web)
