Block SMTP Clients based on number of connections per time period Merged

Add the ability to automatically block IP addresses of connecting SMTP clients based on number of connections per time period (such as 50 connections per hour).

This would help defending against brute force attacks.

Current workaround we use: Generate events based on smtp authentication errors in log.nsf and then manually block IPs in the OS firewall. This is not ideal of course.

    I guess "connecting" probably means 'failing to authenticate' ? - merging this idea to another one which was shipped in Domino 12.0
