Fix the freakin' taskbar behaviour

Especially in Designer
If we've selected a certain taskbar to be always visible - stop hiding it and attempting to rearrange the other taskbars to 'cover the gap'
This is especially apparent in designer when switching to edit a lotusscript agent - all the nicely set up task bars vanish and when switching back to (e.g.) a formula language agent get screwed up by trying to re-add the ones I want to see
 
Leave Them Alone!
If we design a superduper taskbar with everything we need all the time, and set it to be visible all the time, show it to us all the time!
 
And while we're at it, store all the taskbar details in single documents in the bookmarks.nsf so we can easily port them from machine to machine or customer to customer
