First of all, this is my personal view, and I am not an employee of IBM or HCL. I have been using a separate domino development server for almost 10 years and the number of times I encounter a bug can be counted with one hand. Of those bugs, only one of them is fixed in the next Fix Pack and that is an unintended fix (they fix something else that unknowingly fix my bugs). The rest of them are fixed on the next point release.
I assume that the community edition is supposed to be updated for every point release so based on the above past experience I can say that for me I don't need to apply Fix Pack to my development server.
Of course I still need to apply Fix Pack to my production server, but I only do that if we did encounter bugs that we need to be fixed. Most of the time we never experience those bugs so I rarely install Fix Pack on Production server.
I agree that App Dev Pack should be included in the Community Edition.

For now, IBM policy stated that updates is only given to paid customer fi active subscription and support. Not sure how this will change in HCL with the new community license. Community edition is given so that developer can use Domino to do a trial development so in that scenario Fix Centra update is not needed. Can you give a business case on why you would need to have Fix Central updates for your development server ?
