Lock Mail file owner from giving access or delegation to other users

Currently Mail file owner having Editor or Manager access can give access or delegation to other users so that other users can read the mails in mail file. In certain cases Administrator may want to lock this ability to give access to others. So there is a feature request that Administrator should be able to lock the ability to give access or delegation to other users from mail file owner.

    Would be useful when an organisation gives line managers access to an employees mail or calendar and the employee constantly removes it.
