Individual emails can be scheduled since Domino 10 - is this what you were looking for ?
Can you please elaborate why you want to delay the delivery ? I am assuming that you wanted all emails addressed to those domain to be hold (for x minutes or x hours) before delivery ?
In theory you could use server mail use to set all emails to that domain to a low priority and have router send low priority email at certain hours of the day.
