Enable STARTTLS in Notes Client even when mail file is on server Merged

Client wants to send mails to office 365 via server based not local replica.
Notes Client Does Not Try StartTLS When "Mail File Location" In Location Doc Is Set To "Server".
Sending mail to office 365 from the notes client doesn't work when the mailfile is server based.
But when he sends mail with startTLS only works when the mail file is on the local machine.
We hoped Notes 10 or 10.1 would fix this problem, but still startTLS is not fully supported.
Thus we would request to enable STARTTLS to be fully supported as above.
