So your solution is not working , we same same problem but worse.
When you use Policy you have the same problem, on user client is popup another Security alert to give access to modify ECL.
You can use a organisation wide Policy & Settings document to distribute an ECL to Notes clients.
It's easy to setup and I've used it for many years without any issues.
