In Domino 10.0.1FP2 (or without FP) on Windows 2016 English customer wants to change locale to French date format (dd/mm/yy instead of mm/dd/yy) per

I tested https://www-01.ibm.com/support/docview.wss?uid=swg21498159 on domino running as service.
Please note that as article states "The following cannot be performed from the Domino Remote Console, instead these commands must be issued from the Domino server console on the Windows desktop of the host machine."
This works best on domino running as application (the problem doesn't exist in this case).
If you run Domino as service and run java console type load cmd.exe (wthout any brackets or quotations), then you can add intl.cpl into custom commands and select it under custom commands and click on send and it will bring up the dialogue for date/time setting, however date format changes done this way do not stay in place, so it would appear this only works on domino console running as application.

Customer would like to see this fixed.
