Generate an Alert mail to specific mail ID for which : when try to send mass mail to more than 500 external IDs

In the router server mail rule, there's a condition we can set for recipient that is greater than 500. However, the actions are limited for now with the following:

1. Journal this message.
2. Move to database.
3. Don't accept message.
4. Dont deliver message.
5. Change routing state.
6. Stop processing.
