Ability to give business users read access to form submissions

I have several business users who need to view / access form submissions. Currently - By default, only record owners and administrators can read the form when it is submitted.

I don't necessarily want these business users to have admin access to the server, but they need the ability to see the data. I would like to have some sort of role that allows access to data without admin access to everything else, ability to edit the app, etc.
