To have a pop up notification when a user types an invalid domain on the To field in a new memo/message

1.) Customer is expecting a popup to be triggered saying "Check the domain before you send " for invalid domains - Mailer task on the client would be able to check the DNS and reply / give a pop up immediately.

2. A pop up "you are sending this email to the external party for the first time - validate it" (phrase can be modified) - No pop up to be sent for the frequently exchanging contacts for the external people.

You are talking about Domino domains or SMTP Domains ?
For SMTP the ICAA client behind a corporate firewall, an external DNS lookup might not be possible, so this feature might not be possible to implement.

For Domino this can be done with a mail template adjustment. Some customers have done this by hardcoding their corporate Domino and corporate SMTP domain name - for recipients other than your own it was displaying the warning. This solution didnt perform well for large distribution lists and nested groups.
