Replicate command(CLI) from On-Disk-Project

Command line interface for replication between local and domino server from on-disk-project so that users do not need to use domino designer or notes client for development. In other words, this CLI support linux, or mac os developers.

    This would open an interesting use case for triggering an ODP Sync, commit, push from command line. Combine with command line to create a new NSF on server / refresh design to a server's NSF and we can have a built system for Notes/Domino.
