in some legislatives eg EU this might be considered illegal user tracking
I dont think this is a function we should put into the standard mail product because what you are looking for is a marketing/campaign management solution -- which can be done in form of a Domino application.

The 'one-pixel' images will have to be hosted on the internet so that the recipients mail client can load it and access can be tracked. However, the image can not be hosted on the mail server located within a corporate environment that doesn't have a direct internet connection, so a feature like this would not work for most customers. Furthermore loading remote images is considered to be a bad practice as it will allow spamers to track the recipient of a mail. (oh wait, isn't it what you are requesting?)
What is possible instead is a Domino application that is internet facing which will handle the sending of mails and the hosting of those one-pixel images. This custom application can be provided with current capabilities of Domino. I don't thin it will be part of the Domino product.

Might be possible for Notes Clients, but what about external emails.
Are you tracking activity by individual receivers or are you looking only for total number of times the message was opened?
