make order of action buttons managable

Hi there,

currently there is no real and obvious way to change the order of action buttons on a page in a workflow step. Action buttons are shown in order of creation.

On the workflow tab it is possible to display stage properties on the right side window. There is a list of the related action buttons and you are able to edit or delete them.

This would be the perfect user entry point to be able to change the order of the actions by drag and drop or move up/move down actions. It should be implemented similar as when viewing the activities in a stage action. There you can move the order of the activities up and down.
