Ability to limit number of apps per user / group and app size

(ex. forum):

I can think of two variables that substantially influence the size (MB) of an app:

- App files uploaded during app creation added as part of the application design
- Attachment files submitted by end-users in deployed applications

In order to encourage good house-keeping and prevent a graveyard of redundant apps, I believe we need additional administrative tools / settings:

'maximumNumberOfApps.user' - limit number of apps specific user can create
'maximumNumberOfApps.group' - limit number of apps members of group can create
'appMaxSize' - takes into consideration app files and subsequent attachments
