[mark private] flag on invite shows inconsistent behaviour

[mark private]  indication on invite shows inconsistent behaviour

- when a chair ticks the [personal] setting on creating an invite for a meeting, the invitees receive an invitation with [personal] enabled. When a chair removed the setting on a reschedule, this does not impact the calendar entry for the invitees, it remains enabled.
- When a chair does not enable [personal] on a new invite, the invitees also receive an invite without [personal] enabled. when a chair thereafter enables [personal] on a reschedule, again the personal setting does not change for the invitees.
- We think this shows some inconsistent behaviour, at least should the setting be distributed (whatever the chair sets it to) to invitees that have not changed it themselves.

    This is by design, because "Personal" is an individual setting. Removing the flag due to a reschedule does not make the event 'un-personal' for the invitee.
