I would agree, and go even further. It would be great to be able to set all of the default paragraph properties of a rich text field. In the meantime, there is a workaround that isn't perfect but is pretty useful. Go to the form where the rich text is and add a space before the field. Then, set whatever default paragraph properties (including interline spacing) on the paragraph which contains the rich text field. They will be used for the first paragraph, and usually carried over to subsequent paragraphs when the user hits enter. If a block of rich text is copied in, it will sometimes have its own settings, but that would be true no matter how you defined a default. For more information, see my blog posts, Rich Text 101 - Hide-when formulas (the hide-when is associated with a paragraph, so this post from 2004 describes the trick I just mentioned) and Rich Text 101 - Paragraphs (from 2003, this describes some of the paragraph settings).
