Fix inconsistent preferences for mail

Mail preferences can be accessed in 2 ways:
1. Open your mail file, then click More - Mail Preferences in the Action Bar.

2. Pull down File - Preferences, then click on the Mail section.If you access mail preferences via the pulldown menu, then you can also expand Mail to reveal 3 subsections:
- Access and Delegation
- Internet
- Sending and Receiving

Note that the Access and Delegation subsection here is the same as the Access & Delegation tab displayed within the Mail preferences.  A bit confusing to users.

Also note that the other two subsections are NOT accessible anywhere else.  This is even more confusing to users since these are the only mail-related settings that are not included within the Mail section of preferences and they are only revealed when the subsections under Mail are expanded.

The request is to either eliminate all 3 of the subsections under the mail section in User Preferences and move them to tabs within the Mail preferences.  See the screenshot for clarity.
