Need option to auto copy when email is being sent

We often get requirement from senior managers who wanted to be receive a copy of the email from some users/all users of their department when they are sending emails externally. 

Currently we achieve this by making change in mail template of those users and hardcode the name of their manager in CC field. 

Above workaround gets applies on all emails instead of external only (which creates email over burden). We need a feature in Notes client which perform mentioned functionality.
