Make Notes tabs behave like all modern browsers

We have certain expectations based on the way modern browsers work.  Specifically:

1. If I drag a tab outside of the Notes client, that should be the obvious trigger to "Open in New Window". I shouldn't have to right click to get to that feature.
2. Tabs should really have even widths, and then when you close one, they should maintain their sizes for a second.  This is so when you want to close 3 or 7 or 12 tabs, the little "x" isn't jumping around to various different spots!  We need the ability to rapid-fire close things, just like you can do in any browser.
3. Would be really nice in the "Windows" menu item to have a "Close All" option.   And maybe a "merge" option, if you want to bring back in windows you opened as new windows outside the client.
4. Finally, right now if you close all your tabs, for some bizarre reason the right sidebar disappears!  Sametime contacts and Day-at-a-glance? ::poof!::  Gone.  For me this is very unexpected behavior.  We've opened a support ticket but were informed it's behaving as intended.  I personally don't think this is the desired behavior.
