User that has no mail file cannot forward a document from a Notes Application

A user that has no mail file cannot forward a document from a Notes Application since a mail file will be required in order to forward a document.

This is a common setup for customers who are migrating from Notes to Outlook that still has many existing Notes Applications that they want to use in the Notes Client without having the need to retain their mail databases in Notes.
