Add a description to outline entries

When I use outline entries I try to keep them short so they don't take up a lot of space. Sometimes its difficult to keep them short and give enough of a description to make it clear what the entry does.

If a more detailed description could be added, it would make it much clearer what the outline entry is designed to do.

Unfortunately, it appears that hover is already used for outline entry popups. This would have been ideal. Perhaps right-click could be used to display a description.

An alternative would be to make popups appear any time that the user hovers over an outline entry instead of just when there isn't room to display the entire outline entry.
