Have common action button available in the preview window in mail

When previewing mails, the action buttons such as reply, forward, follow-up and delete, are above the Inbox, and not above the actual message in the current versions of Notes.

This is especially annoying when the users selected to have the preview on the side.

It takes a lot of extra mouse movement to reach the action buttons because they are to the left of the message, on top of the Inbox.

It would actually be a good idea to replace the previews at the bottom and the side with normal documents in a frame. This way, all actions in the message will show and work and when the user selects to reply or forward, this will happen in the same frame instead of in a new tab, which is more similar to the way other mail clients behave.
