Enable/Disable [Hide All Toolbars] option though policy

The option "Show Toolbars Only When Editing" can be turned off as per information mentioned in -->

However,Notes will automatically display and activate toolbars for certain functions. Take text properties for example. When you are typing inside a rich text field, the toolbar for text properties will automatically appear.

And if you create a table, it will automatically show you the toolbar for tables. It will do this for all functionality where a toolbar is usually needed.
However, if you select View -> Toolbar -> Hide All Toolbars even these toolbars will be hidden. This will be manual action though.

Is there a way to enable "Hide All Toolbars" through some policy as present for option "Show Toolbars Only When Editing".

Is the scenario to uncheck option "Show Toolbars Only When Editing" and check option "Hide All Toolbars" possible through some desktop policy?

It doesnot looks like these can be controlled through notes.ini parameter.

    Found an Old SPR RMAN8JZJBE on same where similar request was made.

    However, it was closed marking it as to be considered for enhancement request.
