Create Private Folder (Private on first use) while Script is running.

Private on first use folders will not be created during a script is running. It is always necessary that the user first creats the folder. I know that there are a lot of workarounds out there, but I think it would be better to have functions that work like a developer would expect. When the Private On First Use folder is initialized by the script the new private folder should be usable.
