Could we have more Actions in the Action menu, with more levels?

The current situation is that there can be up to 7 Actions in the Action menu, and per action there can be a whopping 9 sub-actions. That's it, no deeper levels, nothing. For the other actions, see Other...
Would it be possible to extend the possibilities, to preferably unlimited actions with unlimited levels? Levels separated by a backslash in the action name?

    This would be incredibly useful for organising agents in some kinds of applications. If we could add shortcut keys to agents even better so a user could press Control Shift 1 or something. Obviously most user functions are built into the form or view based actions which DO support sub levels but there are application wide agents or fixes that would be so much better than yet another agent called "1. Fix thingy" instead could be "Fixes \ Admins \ Clear XYZ field"
