Database acl should have an attribute "Show properties" that allows showing the sections "Document" and "Database" in the properties box. This attribute should be set by default for "Designer" and "Administrator". For all other access levels it would default to not set. And it should default to set for all existing databases.
For users without the attribute set these sections should be hidden in the properties box.
Maybe this should only prevent to show the fields. Hidden design is not always an option. Why not prevent this via ACL?
