This is a long-standing issue, especially for those of us who frequently shift from localised versions of Notes to international English versions and vice-versa. As previously suggested, my favourite solution is to give users a choice (in Preferences) between localised and international English keyboard shortcuts.
This problem is not limited to the Ctrl+P shortcut.
The best solution IMO would be to give the user the choice if he would like to use the universal English shortcuts independent of the language of the client.
