Improving the error reporting while adding a file in the Notes Document with long file name.

In the Japanese Notes client, there is a limit of 75DBCS(Double byte Character set) for file name length.

When we attach any file in the Notes document with very long filename, we receive an error "File Doesn't exist". This error misleads and the user is not aware of what is going wrong.

Instead of "File Doesn't exist" error, it should report/display a proper error "Filename is exceeding the limit for the number of characters"
