Add lsxlc library to macOS (even in stub-only form)

Notes on Windows and Domino generally come with the lsxlc ODBC library for LotusScript use, while macOS doesn't. This makes sense, since it presumably wouldn't work there anyway, but the lack of it means that a LotusScript element that uses that library can't be compiled on macOS. While not many people are doing LotusScript development on macOS, I imagine, this does create an impediment to compiling NSFs using the NSF ODP Tooling project.
