Notification pop-up when emails getting stuck in local outgoing mailbox

Ability to receive Notification pop-up when emails getting stuck in local outgoing mailbox for various reasons. If mail is present in Sent view under Sent items, then End user thought that the email is sent and delivered successfully. However sometimes, mails might have been stuck in the local mail.box, due to network or other circumstances. So either they should get the popup message from local mail.box saying that mails are pending (or) Sent email should show only after transferring the email from local Mail.box

    Option to set the recipient of the notification:
    - Sender
    - Administrator
