Expand right sidebar on launch

In newer version of the Notes Client, right sidebar is set to "thin".

The customer wishes to set the default to "open" so users see their Sametime-Contacts right away after launch.

    @Thomas Hampel: ... this is all set in the policy but the sidebar still opens as "Thin" and not as "Open" (which we want). According to support - this is behavior is reproducible

    Dont forget to set the "How to apply" setting + also check the settings further down on this screen called "Hide Sametime contacts panel" being set to 'no'
