Fix poor translations

The german client and some templates have bad translations since years.

I bet other localizations are affected as well.

Examples:

Replication Options:

"Purge interval Replication control" should be translated to "Löschfrist für Löschmarkierungen bei der Replikation berücksichtigen"

Admin4.nsf, Certificate Request view:

Category "Issued by Certificate Authority" should be translated to "Ausgestellt von Zertifizierungsstelle"

Btw:

In 12.0.2 Forms and Subforms have been translated differently than before:

It was "Masken" and "Teilmasken" for 30 years, know you changed it to "Formulare" und "Unterformulare". Why?

    PS: Another very embarressing translation flaw: In person view in the German Domino directory template the "(Cell)" phone number prefix was translated to (Zelle), which in Germany means prison cell.

    In the person document itself it is correctly translated to "Handy" (though "Mobil" would be nicer).
