Change password should be available even if NSL is activated

When NSL is activated the administrator sets the initial password.

When the user fist login with this password, the NSL is activated for the client and therefore in the vault there resides the ID with the initial password, which is known by the administrator

Actually the user is not able to change this password, because the option is not available in the client when NSL is active.

The option should always be present even if NSL is active.
