Make federated login mandatary - no option to fall back to use IDfile and password

There is several issues with federated login, and when federated login is enabled its possible to go around and use a local IDfile insteed.These are the issues.

Security issue 1:

When you enable Federated login for the first time you can press Cancel and the client will fall back to use the ID file. There should only be an option to close the client if federated login is canceled.

Security issue 2:

When federation IS enabled and for some reason fail, this dialog comes up. There should be no option to use another ID-file. Just Exit Notes.

Try to login again can also be available if this sends user back to the federated login.

Security issue 3:

When Federation is enabled, there should be no option to Switch ID file. This will disable the Federation.

Summary:

In short, when Federation is enabled, this should be forced. It should not be possible to fall back and use a local ID file and password. All these options should be configurable, preferably with notes.ini parameters so these settings can be set at client start, before policy settings are applied

    A logical development that's needed.

    Implementing this idea would greatly enhance Domino security overall. The current regression as described must be eliminated.
