Need a new function to open the web browser window via Notes Client on top of other applications

When we click the hotspot link to open any web page on Notes/Windows 11, the web browser opens behind other active program windows and it stays in the background.

So far, in the past Windows (e.g. Windows 10 or Windows 7), we could avoid the issue by modifying the registry value for "HKEY_Current_User\Control Panel\Desktop\ForegroundLockTimeout" to "0" and the web browser window came to foreground, however, this registry key does not work in Windows 11.

Notes should create a new function to open the web browser window on top of other active applications without relying on the registry key "ForegroundLockTimeout."
