Ability to choose the order in the "Reply to" menu

The order in the "Reply to" menu differs from the order in the "Forward" menu. In "Forward" menu the first option includes attachments whereas in "Reply to" and "Reply to All" you have to use the second option if adding attachments is your choice.

There are users who usually send their messages when replying or forwarding always with atachments. On the other hand, some users rarely include attachments in their replies.

It would be very useful wether users could choose in their prefereces or options the menu order in "Reply to", "Reply to All" and "Forward". The ability of configuring this order would improve the performance of the users and the product usability.

It could be an option in the preferences or a notes.ini entry.
