THERE IS A SOLUTION! After 62 days, IBM found the reason for my issue. I have posted the solution below and hope this helps the people that voted for this.
You need to do 3 things:
1. Make sure the Disable embedded browser for MIME mail was not selected under File - Preferences
2. Add this parameter in to the notes.ini -- KeepReplyForwardMime=1
3. There is a new mail template released in 2017 but isn't included in any of the FP's or IF's.

Download the August 2017 template and apply it as you normally would.
I created a support ticket on August 24th. According to IBM support, they are experiencing the same thing and the "fix" doesn't work. They have tried several earlier versions with the same result. They are looking into a solution. It never worked for me, that's why I posted here in the first place.
If you add the new NOTES.INI and you apply FP9 template you can preserve the original mail.
But is introduced another bug: you can’t edit the original mail.::

I made a mistake on the version I am using, I edited it. I am on the latest version and, no, it's not "fixed" yet. When I get time, I can submit the request to fix it.
This has ben "fixed" in FP8 or FP9 where the MIME is keep when forwarding the email. Requires a matching version mail template and a notes.ini setting
The Notes mail client has always been bad with external ‘nicely’ formatted html content. It has improved over the years. But once you try to forward such an email, it’s converted from mime to Notes RT, and it looses a lot of the niceties.
Did you open a support ticket for this problem? This rather seems to be a configuration issue than a bug. Can other people please comment if they have the same problem?
