Hide the SwiftFile tab in the Mail Preferences when DisableSwiftFile=1 is configured in notes.ini

As written in "Disabling SwiftFile", we can disable the SwiftFile feature.

However, users get confused about this situation because the SwitfiFile tab always appears in the Mail Preferences even though the feature is unavailable.

To avoid confusion, the SwiftFile tab should be hidden when DisableSwiftFile=1 is configured in notes.ini.
