Accepting a meeting invitation "tentatively" is often used to make the meeting chair aware that you "want to attend but might not be able to make it".
The preference, if a tentatively accepted meeting should be marked as free or busy is actually a choice of the attendee based on the context.
Ideally a user can set a preference (in his calender profile) how tentatively accepted meetings should be handled in his schedule. Even better, a user can set or change this preference when tentatively accepting each meeting invitation.
