HCL Notes generated EML shows umlaut characters as converted while opening on other mail clients

Steps to reproduce the issue:

1) Create a user where user's notes canonical name contains German Umlauts character [Example:Frank Grundhöfer/TestDomain/IN ]

2) Now from this newly created user send an email to another user.

3) From the recipients system save the mail to EML format.

4) Try to open the mail into other mail clients [MS-Outlook or Thunderbird mail client], you will observe the conversion from Notes email ID to internet style email ID conversion during EML file creation is getting garbled. for certain characters like

Frank Grundhöfer/SYS/TestDomain/IN , during conversion becomes "Frank_Grundh0xL194zfer/SYS/Test_Domain/IN%TestDomain@TestDomain.in"

where Grundhöfer becomes Grundh0xL194zfer


Please fix this.
