dll or any other file changes information within Fixpack and hotfix

We have observed an entry in our logbook indicating a denial by MS AppLocker for the file 'notesbootstrap.dll'. The denial is likely due to the file being deny-listed.

We presume that this file received a new hash and was modified within fixpack . Could this be the reason why MS AppLocker is denying access to this .dll file?

In the future, would it be possible to have a view within HCL Notes that details when new .dll or other files have been modified within a new release, fixpack, or hotfix?

This information would be very helpful for managing application control policies.

All DLLs and EXE files will change with any release.
Fixpacks and IFs only ship modified files as needed.

Not sure what the issue is there. Why listing them if they all change?

What could be a good idea is to submit all binaries to known security providers like VirusTotal and others ahead of Notes/Domino gets shipped. And also make sure with those vendors that none of the files are blocked.
